Landstack analysis of mainstream C3 housing appeals on schemes of 10+ units, decided across the UK between 10 February and 10 August 2026.

Of the 92 appeals determined in the period, 59 were allowed and 33 dismissed — and the bigger the scheme, the better the odds.

Notes on this data

  1. Scope: mainstream C3 housing only. Specialist residential (retirement, HMO, PBSA, care, traveller and showpeople sites) and non-residential false positives are excluded.
  2. "Allowed" means permission is now in place following appeal; "Dismissed" means the refusal was upheld. Outcome is derived from the application decision field, which Landstack updates to the post-appeal position.
  3. "Unresolved" cases still show Pending or Not Determined against an appeal decision date — likely non-determination appeals or a data lag. Excluded from the headline percentages.
